2 weeks later mod was fixed and i returned to modded game. After switching to vanilla i was able to get allegiance and challenger quests. Non-modded game only had bug with aleggiance display but it was only display, you still had effect. Upon digging out it turns out to be issue with mod. I encountered same issue after twilight update. dont assume things you have no idea of I did not assumed. havent played the game for a while but when i did i never had any mods. SO unless smth else emerged - i would rather check mod and clean data folder if necessary. Have played norsca lately and was able to get allegiance to lvl 3. Or similary acting mod, that let you loot instead of raze and get allegiance.
